Countries overcoming disagreements to establish rules that avoid double-counting of emissions cuts, enhancing transparency and integrity in carbon trading. The potential for the new carbon market to generate significant funds to support climate finance needs of poorer nations, contributing to global climate justice. The collaborative efforts led by host country Azerbaijan, successfully pushing for the adoption of initial elements of the global carbon market and driving progress at the summit.
What was the take-away that most disappointed you about COP29 in Baku?
The adoption of a carbon trading mechanism that experts fear may not lead to actual carbon removal, raising concerns about potential greenwashing. The reliance on a "buyer beware" approach with loose and opaque rules, which could allow countries to engage in bad practices due to lack of strict regulation. The inclusion of hypothetical CO₂ credits for actions like protecting forests or switching fuels, which might reduce incentives for real emission cuts and possibly increase overall CO₂ levels. The tough negotiations and compromises that resulted in a deal not fully aligned with net-zero emissions goals, leaving too much trust in countries without rigorous oversight.
